Following a beta phase, the government plans to launch the services nationwide before the end of the year.

At first glance, AI for All may sound like a program designed to give citizens free access to Korean AI assistants. That is part of the story. The initiative also includes public-service agents and specialized tools for health, finance, tax, education, real estate and commerce.

These services will not exist on one central government platform. They are expected to appear across messaging, search, telephone, media and partner platforms that are already part of daily life in Korea.

For businesses, this raises a broader question: what happens when AI becomes another layer between people, platforms and the organizations trying to reach them?

What AI for All actually is

AI for All is a government-backed project designed to expand access to Korean AI services.

The government is providing computing resources to the selected consortiums and plans to support the cost of delivering the services nationwide from 2027. The private companies will develop and distribute the actual assistants.

This means that users will encounter different AI services depending on the platforms and channels they use.

The project has three main components: general-purpose chatbots, public AI agents and specialized services developed with companies and startups.

The public agents are intended to help citizens understand government benefits and navigate complex administrative procedures. Instead of searching through several public websites, a user could ask an assistant which programs apply to them or receive help with an application.

But public administration is only one part of the initiative. The broader ambition is to bring AI into everyday tasks through familiar services.

Three consortiums, three routes into daily life

The consortiums share the same national objective, but their approaches are different.

SK Telecom is focusing on accessibility and action.

Its consortium plans to develop an agentic service capable of managing a request from planning through execution and confirmation. The assistant should be accessible through an application and the web, but also by telephone and text message.

This could make it easier to use for seniors and people who are less comfortable with new applications. SK Telecom also plans to develop an agent that can find contact information for local businesses or public offices and make calls on the user’s behalf. Specialized services in health and finance are also planned.

The result could be closer to an everyday assistant that completes tasks, rather than a chatbot that simply provides an answer.

Kakao is using messaging as the main point of entry.

KakaoTalk already occupies a central place in daily communication in Korea. Kakao’s consortium plans to use that familiarity to provide access to a general chatbot and specialized agents within its ecosystem.

Planned services include tax assistance and support for seniors. Kakao also intends to connect the initiative with PlayMCP and an AI Agent Marketplace, allowing startups and other companies to develop, test and distribute their own agents.

Kakao’s model could therefore become an ecosystem in which users move between a general assistant and more specialized services without leaving a platform they already use every day.

KT is focusing on connected journeys across search, comparison and services.

Its consortium plans to support users through a single conversation, from finding information and comparing options to making a decision and carrying out an action.

According to the Ministry of Science and ICT, AI entry points are planned across Daum’s search, news and content journeys, as well as partner services including Danawa, Musinsa and Zigbang. KT also plans to connect the service with its telecommunications channels and IPTV.

The first specialized services will cover areas such as education and real estate. But the structure has wider implications. If an assistant can understand a request, compare available options and help the user act, it could gradually influence how people discover products and services.

These differences explain why the government selected several consortiums rather than commissioning one national chatbot. AI for All is being developed as a distributed ecosystem, with each company using its existing reach, technology and partnerships.

What AI for All could mean for businesses

The services are still under development, and their final interfaces, data sources and commercial models are not yet known. It is too early to claim that AI for All will immediately transform every customer journey.

However, the direction is already visible. AI is moving closer to the moments when people search, compare, ask for advice and make decisions.

For a consumer, the change could be simple. Instead of opening several websites and comparing products manually, they may describe what they need to an assistant. The assistant could then interpret the request, select relevant options and explain the differences.

Consider a shopper looking for a skincare product on Musinsa. A traditional search may begin with a product category or ingredient. An AI-supported journey could begin with a detailed request involving skin type, price, texture, routine and delivery preferences.

The assistant would need to understand which products match those conditions. Its response would depend on the information it can access and interpret.

For brands, being present on a platform may no longer be enough. Product descriptions, attributes, Korean-language content, availability and usage guidance will need to be clear and consistent.

If an assistant cannot understand what a product is, who it is for or how it differs from alternatives, the brand may be visible without being properly considered.

This does not mean that conventional search or ecommerce pages will disappear. It means that another decision layer may sit between the customer and the available options.

The impact will also extend inside companies.

AI for All is being developed for individual citizens, but those citizens are also employees. When useful AI services become free and easy to access, some of those habits will naturally reach the workplace.

A marketer may ask an assistant to improve a campaign brief containing information about an unreleased product. An account manager may summarize notes from a client negotiation. An analyst may upload customer data to identify purchasing patterns.

Each task could benefit from AI. Each could also involve information the employee is responsible for protecting.

Government backing does not automatically make a public AI service suitable for confidential work. Businesses will still need to understand how data is processed, which tools are approved and what employees are allowed to share.

A general instruction to “use AI responsibly” is not enough. Translating a published press release and translating a confidential contract may use the same feature, but they require different boundaries.

The same applies when AI connects to company systems. Permission to read a campaign report should not automatically become permission to modify a campaign or send information externally.

Teams also need to know when an AI-generated answer must be checked and who is responsible for approving it before it reaches a client or informs an important decision.

Preparing Your Business for Korea’s AI Shift

At Asiance, we see two sides to this change.

The first is external. Businesses operating in Korea need to understand how AI is entering local platforms and how this could affect product discovery, content visibility, customer service and digital journeys.

International brands cannot assume that a global AI strategy will automatically translate into the Korean ecosystem. Local platforms, Korean-language content, product information and consumer expectations still matter.

The second side is internal. Companies need to understand how their teams already use AI, where confidential information may be exposed and which workflows could benefit from an approved solution.

Asiance’s AI Transformation services address these needs through AI Audit, AI Training and Secure Assistant solutions.

An AI Audit identifies which tools employees are using, which tasks involve sensitive information and where clearer rules or approved alternatives are required.

AI Training turns those findings into daily practice. Employees need examples connected to their actual roles and documents. They should understand what they can do, what requires approval and where to ask for guidance.

For use cases that require access to company knowledge, a Secure Assistant can provide a controlled alternative to personal AI accounts. Employees can search approved documents and complete defined tasks while access rules and approval steps remain part of the workflow.

These needs can be translated into practical solutions. A company can begin with a focused business problem, test it through a short proof of concept and expand only when the value and requirements are clear.

The objective is not to introduce AI into every process. It is to identify where it can genuinely improve the work and give teams a useful, approved way to use it.

AI for All matters because it aims to make AI part of everyday life in Korea.

If people begin accessing assistants through KakaoTalk, telephone calls, search and ecommerce platforms, businesses will need to prepare on both sides. They must consider how AI agents may represent their products to customers, while also understanding how their employees use AI at work.

The exact impact will depend on how the services perform after launch and how widely people adopt them. But the questions are already relevant.

Can AI assistants understand your products accurately? Do your teams know what information they can share? Are employees using tools that meet their actual needs? Which business process would be worth testing first?

Want to understand how Korea’s AI shift could affect your business, prepare your teams or test a secure AI use case?
